I installed a lutron caseta dimmer switch pd 6wcl connected to a ground wire to control six leds.

When we tested that bulb we did notice the lights occasionally flashing on when the caseta dimmer was turned on. The leds are these from wac lighting. Try installing a new dimmer like the lutron caseta making sure to turn off power from the circuit breaker before doing any wiring work.
